Hükümet darbesi
Hükümet darbesi devletin emrindeki resmi kuvvetlerden herhangi birisinin mevcut hükümeti devirmesi ve iktidara el koymasıdır. Genellikle kan dökülmeden yapılır ancak kanlı biçimde son bulan örnekleri de vardır. Geniş halk kitlelerinin desteği olmadan yapılması ve köklü bir değişim hareketi olmaması sebebiyle devrimden ayrılır. Teknik olarak darbeciler genellikle ordunun yapacakları eyleme karşı tarafsız kalmasını fırsat bilerek iktidarı ele geçirir, lideri devirir, hükümet daireleri üzerinde bir otorite kurarlar (radyoların ve televizyonların vb. iletişim kanallarının işgal edilmesi gibi), temel altyapı tesislerini (elektrik santralleri gibi) ele geçirirler.
Tarih
Darbeler siyaset tarihinin uzun zamandır bir parçasıdır. Jül Sezar(Julius Caesar) bir darbe kurbanı olmuştur ve bazı Roma imparatorları iktidara darbeyle gelmiştir. 1799’da Napolyon da Fransa’da iktidarı bir darbeyle ele geçirmişti. Antik Yunan ve Hindistan kentlerinde darbeler fazlasıyla yaygındı.
- asrın sonlarına doğru darbeler başta gelişmekte olan ülkeler olmak üzere dünyada bir hayli yagınlaştı: Latin Amerika’da, Asya’da, Afrika’da, Avrupa’da. 1980’lerden sonra darbeler daha az sıklıkta görülmeye başlandı. Hükümetlerin sosyal ve ekonomik sorunları çözmekte yaşadıkları sorunlar ve dolaysıyla ortaya çıkan yeni sorunlar bu darbelerin başlıca sebeplerini oluşturmaktadır.
Bütün bu görünür sebeplerin yanında darbeler ayrıca güçlü devletler tarafından zayıf ve küçük devletler üzerindeki emellerini gerçekleştirmede etkili bir silah olarak kullanılmaktadır. Bunun en canlı örneği Şili’de Salvador Allende hümetinin devrilmesi ve Allende’nin öldürülmesiyle sonuçlanan darbedeki ABD ve CIA etkisinde görülebilir.
2002’de Venezuela’da oy çokluğu ile seçilmiş olan Hugo Chavez’e karşı ABD destekli bir darbe yapıldı; darbe başarılıydı ama hemen yıkıldı. Darbenin etkisi Chavez yanlısı halk gösterileri, ordunun Chavez yanlısı tutumu sebebiyle kolayca ortadan kalktı. Chavez darbeden 2 gün sonra yeniden ektidarı ele geçirdi, askeri cunta dağıtıldı. Bu gibi durumlarda halk gösterilerinin darbeleri ters çevirebileceği ve istedikleri liderleri geri getirip iktidara oturtabilecekleri anlaşılmış oldu. Hatta bu olaydan sonra Chavez’e yönelik halk desteğinin daha da artması darbeden istenilen sonucun tam aksine bir gelişme oldu.

Darbeden sonra yönetime el koyan askerler kurulacak hükümetin şekli konusunda karar vermek zorunda kalır. Latin Amerika’da darbe sonrası üst düzey askerlerden oluşan bir cunta rejimi kurma hayli yaygındır. Afrika’da ise darbe sonrası bir devrim meclisi kurma yöntemi hayli yaygındır.

government coup
